So, Saxe makes a decision to hatch a plan to bribe a parole board member so they may be able to set Theo loose. Keep in mind, Saxe is doing this to further trap MacLean in the RICO rate while also making an attempt to prove his loyalty to him.
After MacLean says that he's on board with the bribery plan, he provides Saxe with hundreds of greenbacks to make the transaction. And after all, Theo used to be set loose.

Interestingly, MacLean's efforts have reputedly come again to bite him. Theo is disappointed with MacLean for taking unlawful measures to secure his unlock.
